What is the weather and environment in Chile like?

Right now, in the middle of the Drake Passage, it's about 5 degrees C(about 40 degrees F). It's pretty warm. I was only able to see the tip
of Chile, but the vegetation is mostly stunted. It's moderately cold in
Punta Arenas, but doesn't generally get that cold because it's right on
the ocean and the ocean has a moderating effect on the weather (just
like in San Francisco). The winds that come off the ocean are pretty
strong though, so the trees are all bent in a particular direction and
the rest of the plants grow pretty low to the ground. Take a look at
the penguins pictures and the vegetation in the background is pretty
typical of the part of Chile I was in.
