First, I am sorry that it has taken me so long to reply to your question but here goes.Polar bears are only found in the Arctic, not here in the Antarctic.  That is the reason that we can get so close to the seals and the reason that the penguins walk right up to us.  In Antarctica there are no predators that walk on the land or the sea ice so all the seals and penguins feel completely safe when they are out of the water.
